The first days of January the first conference on planning of the "Cooperative Best Effort-2004" military maneuvers to be held in Azerbaijan within the framework of the NATO "Partnership for Peace" program will take place in Baku. Representative of the Defense Ministry of Armenia will also take part in the works of the conference. From the fact, how they will be received, will depend if Armenia sends its soldiers to Baku or not.
