The Institute for International Conflict Resolution and Reconstruction offers expertise on the international politics of regions in conflict. In opening the Institute Secretary Clinton will deliver a keynote speech on the U.S. attitude to human rights. Ms. Clinton, European Union foreign policy chief Catherine Ashton, Russian Foreign Minister Sergey Lavrov are among participants of a Dublin-hosted OSCE foreign ministers council meeting. ![]() ![]() The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington.
