Aliyev on Karabakh: Unused Potential in Negotiation Process AvailableDecember 2, 2005 - 16:30 AMT PanARMENIAN.Net - "The Nagorno Karabakh conflict can and must be settled on the basis of territorial integrity of Azerbaijan," Azerbaijani President Ilham Aliyev stated at the sitting of the parliament of the third convocation. "This issue is beyond concessions. The greatest Azerbaijan's concession is that it has been continuing the negotiations for over 10 years. I think it will be easier to settle this conflict if Azerbaijan has strong economic potential," he said. According to Aliyev, the OSCE Minsk Group can be assessed as satisfactory. "The Council of Europe and other international organizations have many times stated of support to Azerbaijan on the mater, however our patience is not unlimited," Aliyev said and reminded that the Azeri military budget grew to $600 million. The Azerbaijani President also noted that "there is unused potential in the negotiation process and the peaceful talks will be continued." "After Azerbaijan becomes a strong state it will be easy to settle any problems. Azerbaijan adheres to stepwise settlement of the conflict.
