  Armen Harutyunyan Elected OmbudsmanFebruary 17, 2006 - 17:10 AMT PanARMENIAN.Net - Armen Harutyunyan, an advisor to President Kocharian on constitutional issues and rector of state-run Public Academy of Governance School Armenia's Ombudsman. Harutyunyan was supported by 87 lawmakers who voted in secret ballot, 28 parliament members voted against him. Out of 131 parliament members 118 turned in today to take part in the voting. Two ballots were deemed invalid and one lawmaker voted against all. Harutyunyan's rival, Hrant Khachatryan, an opposition lawmaker and head of a minor Constitutional Right Union received 28 votes, reported RFE/RL. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
