Isa Gambar believes that Moscow is ready to resort to settlement of the conflict only in case its peacekeeping forces are present in the conflict zone. «The West wants to change the status quo without Russia's participation, thus Armenia and Azerbaijan cannot find common points,» he said. «Armenia states indirectly and sometimes even directly that it is not going to step aside from its policy.
