Azerbaijan claims that after the 44-day war and the deployment of Russian peacekeepers in Artsakh, Moscow has been delivering military supplies under the guise of diplomatic cargo. According to him, Azerbaijan's propaganda aggression against Russia stems from two main reasons. "While the accusations suggest that Russia's 'guilt' lies in allowing these supplies into Artsakh, the subtext implies that this was Moscow’s own initiative. This issue is particularly noteworthy—not just in terms of the mutual accusations between Russia and Azerbaijan, but also in understanding the extent of Moscow’s possible support for Artsakh between 2020 and 2023, which still requires full clarification." Earlier, Baku had also accused the "Russian House" in Azerbaijan of carrying out intelligence operations for Moscow. The latest political and media dispute between the two countries was triggered by the crash of an Azerbaijani airline’s plane in Russian airspace, an issue that will likely leave lasting tensions in bilateral relations. "Azerbaijan's propaganda aggression against Russia has two main reasons: Either there are issues in the Russian-Azerbaijani agenda, where Baku expects compromises, or Azerbaijani authorities believe that Moscow no longer has significant expectations regarding Armenia and is acting in line with its traditional political stance, which, at this stage, does not imply high-level or allied relations with Russia," Abrahamyan wrote. *On January 7, Russian Deputy Foreign Minister Mikhail Galuzin summoned Azerbaijani Ambassador Rahman Mustafayev. Galuzin emphasized the importance of building Russian-Azerbaijani relations in a "spirit of strategic partnership and alliance," referring to the high-level declaration signed on February 22, 2022.
