USAID staff to be placed on leave and recalled to U.S.

PanARMENIAN.Net - The U.S. Agency for International Development (USAID) has announced that, effective 11:59 p.m. ET on Friday, February 7, 2025, all direct-hire personnel will be placed on administrative leave worldwide, with exceptions for those handling mission-critical functions, core leadership, and specially designated programs.

This directive, issued Tuesday night, also mandates that staff stationed abroad return to the United States within 30 days, with travel arrangements and expenses covered by the agency. Contracts deemed non-essential will be terminated, CNN reports.

This move follows the Trump administration's recent efforts to restructure USAID, including a near-total freeze on foreign aid and the appointment of Secretary of State Marco Rubio as acting administrator. Rubio has indicated plans to integrate parts of USAID into the State Department.

The announcement has caused significant concern among USAID employees, many of whom are stationed overseas with their families. One official noted the personal upheaval, stating that officials posted abroad may have children in school or spouses with jobs, and now that is "all uprooted." Additionally, employees have reported losing access to email and agency systems, leading to confusion and uncertainty about their roles and futures.

The directive underscores the administration's intent to overhaul the agency, which has been a cornerstone of U.S. foreign assistance since its establishment in 1961 under President John F. Kennedy. USAID's programs have historically focused on alleviating poverty, combating diseases, and responding to humanitarian crises worldwide.

As the situation develops, USAID personnel and stakeholders are seeking clarity on the future of U.S. foreign aid initiatives and the agency's role in global development efforts.
