Beglaryan: peace agreement will not bring real peace

Former Artsakh State Minister Artak Beglaryan wrote on his Facebook page that despite yet another unilateral concession by the Armenian authorities, he still believes that Azerbaijani President Ilham Aliyev will not sign the agreement.

He also stated that if Armenia withdraws its international lawsuits, many Armenians, including himself, will take the Armenian government to court in the same international institutions for violating their rights.

"Despite yet another unilateral concession by the Armenian government to Azerbaijan, I still believe that Aliyev will not sign this agreement. Aliyev wants everything—including an unviable Republic of Armenia and the continuation of anti-Armenian policies—without taking on any obligations. So far, Aliyev has received significant concessions (including Artsakh) without giving anything in return. There is a high risk that soon the authorities will make further concessions, even on issues where they previously presented the signing of the agreement as a precondition (such as renouncing international lawsuits, dissolving the Minsk Group, etc.)," he wrote.

Beglaryan warned that everything must be done to ensure that each official bears individual responsibility.

"I warn the Armenian authorities, especially the primary decision-maker, Nikol Pashinyan, that if international lawsuits are dropped, many Armenians, including myself, will file lawsuits against the Armenian government in the same international courts for violating our rights. Moreover, we must do everything possible to hold each official personally accountable for human rights violations committed under the guise of 'state policy'—violations that will also be documented in domestic and ECHR rulings," Beglaryan stated.

According to him, Armenia needs peace, but the proposed agreement cannot ensure it, as it fails to address the fundamental issues of the conflict and the rights and interests of all parties.

"Yes, we need peace, but the proposed agreement will not bring peace or justice, as it completely disregards many critical issues of the conflict and the actual rights and interests of all sides. There can be no peace at the cost of an entire people's fundamental rights, dignity, and future—especially when the regime on the other side has a genocidal nature and maintains its power through racism and genocidal ideology," he emphasized.

The Armenian Foreign Ministry announced that it has accepted Azerbaijan’s proposals on two previously unresolved articles and that the peace treaty is ready for signing. Armenia has expressed readiness to start consultations on the timing and location of the signing. However, Baku has introduced new preconditions and stated that it is too early to discuss meeting dates. The draft peace agreement consists of 17 articles, with 15 previously agreed upon. The unresolved issues included renouncing mutual international claims and refraining from deploying representatives of other countries along the Armenia-Azerbaijan border.
