The Republican Party of Armenia (RPA) has welcomed the Swiss Parliament’s adoption of a motion supporting the return of Armenians to Nagorno-Karabakh and emphasized that, contrary to statements by the current governments of Armenia and Azerbaijan, the conflict over Nagorno-Karabakh remains unresolved.
According to the RPA, the Armenian population of Artsakh has been subjected to genocidal actions, namely ethnic cleansing.

Welcoming the adoption of the motion by the upper chamber of the Swiss Federal Assembly regarding the return of Armenians to Nagorno-Karabakh,
Expressing gratitude to the friendly people of Switzerland for their continued attention and solidarity toward the Armenian people,
Appreciating the efforts of all international actors and individuals concerned with the fate of Armenians in Nagorno-Karabakh,
Committed to achieving genuine, just, and lasting peace in the South Caucasus,
Taking into account the above-mentioned resolution adopted by the Swiss Parliament,
Declares:
Despite statements by the current authorities of Armenia and Azerbaijan, the conflict over Nagorno-Karabakh is not resolved.
The Armenian population of Nagorno-Karabakh has been subjected to genocidal acts in the form of ethnic cleansing.
Until the OSCE Minsk Group resumes its activities, supplementary formats aimed at resolving the issue can contribute to the peace process.
There are opportunities and legal grounds to apply international pressure on Azerbaijan’s authorities, but the current Armenian leadership deliberately refrains from using these tools.
The issue of Nagorno-Karabakh is completely absent from the so-called ‘peace agreement’ between Armenia and Azerbaijan, which is yet another manifestation of the current administration’s unilateral concessions.
The Republican Party of Armenia, guided solely by the national and state interests of the Armenian people, will continue to present and defend the issues of Nagorno-Karabakh and the safe and guaranteed return of its Armenian population in all available international platforms."
The Council of States of Switzerland adopted motion No. 24.4259 titled “A Forum for Peace in Nagorno-Karabakh: Ensuring the Possibility of Return for Armenians.” Of the chamber’s 46 members, 29 voted in favor and 12 against. Foreign Minister Ignazio Cassis and several lawmakers tried to block the resolution, claiming it violated international law since the Armenians of Nagorno-Karabakh are not subjects of international law. Cassis added that Baku and Yerevan would soon sign a peace agreement, making such an initiative unnecessary. However, supporters of the motion countered by asserting Switzerland’s effective neutrality and emphasized that enabling dialogue between representatives of Azerbaijan and Armenians from Nagorno-Karabakh could facilitate the safe and organized return of those forcibly displaced.
