Baku urges immediate change to Armenian constitution![]() March 26, 2025 - 15:29 AMT PanARMENIAN.Net - Azerbaijan’s Foreign Ministry spokesperson Ayhan Hajizadeh has rejected Armenian Foreign Minister Ararat Mirzoyan’s claim that Baku has introduced new conditions for signing a peace agreement. He instead demanded that Armenia immediately amend its Constitution. According to Hajizadeh, Mirzoyan’s statements about new conditions are “baseless,” as reported by TASS. He said the Armenian side’s comments aim to “mislead the international community and will not yield the desired outcome.” “If Armenia is truly interested in signing a peace agreement, it must promptly amend its Constitution and refrain from obstructing cooperation on officially dissolving the OSCE Minsk Group,” Hajizadeh added. He emphasized that over the past two and a half years, Azerbaijan has repeatedly raised the issue of removing constitutional clauses that contradict Azerbaijan’s territorial integrity and of dissolving the OSCE Minsk Group. According to him, this position was communicated to Armenia during a meeting in Washington in May 2023 and is also known to third parties. Prime Minister Nikol Pashinyan has repeatedly stated that a draft peace agreement between Armenia and Azerbaijan has already been finalized and is awaiting formal signing. He has called on the Azerbaijani president to initiate consultations on signing the finalized document. On March 13, Armenia’s Foreign Ministry announced it had accepted Baku’s proposals on two previously unresolved articles and declared that the peace agreement is ready to be signed. Yerevan also expressed readiness to begin consultations on the time and place for the signing. Baku, however, has introduced new preconditions and said it is too early to discuss meeting dates. ![]() ![]() The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington.
