Expert: forcing constitutional change violates international law![]() April 2, 2025 - 18:16 AMT PanARMENIAN.Net - Expert Tatevik Hayrapetyan has shared a segment of a discussion between two Azerbaijani analysts, highlighting the illegality under international law of one state demanding another to change its Constitution. Hayrapetyan referred to recent statements by Azerbaijani President Ilham Aliyev, who, during a press conference with German President Steinmeier, declared: “After the dissolution of the OSCE Minsk Group and the change of Armenia’s Constitution, there will be no obstacles left to signing a peace treaty.” “In this context, I wanted to share another part of a discussion between two Azerbaijani experts,” she wrote on Telegram, “where one of them points out how unacceptable it is under international law for a state to demand constitutional changes from another.” She stressed that if Armenia were governed by a leadership truly serving state interests, Aliyev wouldn’t have achieved such gains. “I made a post two years ago comparing the 'peace treaty' discourse to Aghayan’s fairy tale, predicting that Azerbaijan would introduce new demands for the signing of the ‘desirable’ treaty. These demands would include territorial concessions, infringements on rights, and steps aimed at degrading and undermining us ideologically and in terms of dignity,” Hayrapetyan added. “Unfortunately, this has become reality.” ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
