RPA member demands disclosure of OSCE Minsk Group proposals

Eduard Sharmazanov, a member of the executive body of the Republican Party of Armenia (RPA), has called on Prime Minister Nikol Pashinyan to disclose all proposals presented by the OSCE Minsk Group from 1994 to 2019. He made this statement via a post on his Facebook page.

He emphasized that “the issue of surrendering Artsakh has not and will not be digested.”

“The disaster brought to Artsakh through war has not and will not be digested. The rejection of President Putin’s plan to end the war is neither forgotten nor forgivable.

The refusal of the OSCE Minsk Group's June 2019 proposal, which resulted in war, has not and will not be digested.

The political field must be consistent. Pashinyan must be compelled to publish the OSCE Minsk Group proposals from 1994 to 2019 and the Armenian authorities’ responses. Above all, he must reveal the June 2019 proposal.

Why? Because that’s where the truth lies. Pashinyan rejected the OSCE's June 2019 proposal, which led to war and capitulation. Under that proposal, Artsakh would have received interim status. Hadrut and Shushi, Stepanakert and Martakert, Martuni and Chartar, Askeran and Mataghis, Lachin and Kelbajar would have remained under Artsakh’s control.

Dadivank, Gandzasar, Amaras, and Ghazanchetsots would have continued as sacred Armenian sanctuaries.

The people of Artsakh could have determined their final status through a binding legal referendum. Most importantly, all this would have happened without a single shot or casualty. I stand by my statement.

Let Pashinyan publish it so everyone can see that by rejecting the 2019 offer, he brought death, defeat, and loss of homeland. This must become one of the main demands of the opposition political forces.

And this demand should be supported by all Armenians who consider Artsakh to be Armenian.

The negotiation documents must be published. This is the essential issue, not how many mandates each community holds. The Third Republic of Armenia was born of the Artsakh Movement.

Therefore, Armenian citizens must demand that Pashinyan reveal the negotiation records, particularly the 2019 proposal,” the post reads.

The Ministry of Foreign Affairs of Armenia previously stated: “We have repeatedly declared that Armenia’s efforts in negotiations with Azerbaijan aimed at ensuring the rights and security of the Armenians of Nagorno-Karabakh, including through the creation of an international mechanism to address these issues. This was also the purpose of organizing meetings between representatives of Azerbaijan and Nagorno-Karabakh in third countries, which were rejected by Nagorno-Karabakh. After the decree on the forced displacement and dissolution of Nagorno-Karabakh was published, the issue was removed from the agenda of inter-state relations between the Republic of Armenia and the Republic of Azerbaijan.”
