Expert: Independence of Nagorno Karabakh may be recognized without Azerbaijan’s consent![]() July 13, 2011 - 17:26 AMT PanARMENIAN.Net - OSCE as an organization which assumed a collective responsibility in the issue of respecting fundamental human rights, and the issue of Nagorno Karabakh may be considered an object of international law, according to international law expert Andreas Ghukasyan. “Based on this, independence of Nagorno Karabakh may be recognized without Azerbaijan’s consent,” the expert told a press conference in Yerevan. Ghukasyan believes that today’s format of OSCE Minsk Group subordinates Artsakh people right for self-determination, and it is necessary to find another legal authority for rehabilitation of Karabakh people rights. In particular, the expert proposed to resolve Karabakh problem in the Court of Conciliation and Arbitration within the OSCE, which is to decide on legacy of proclaiming Artsakh’s independence. Besides, Ghukasyan considers it important to establish direct talks not only between Armenia and Azerbaijan but also between Azerbaijan and Karabakh. As regards the Azerbaijani Armenians’ rights, the expert stressed that for 20 years they did not see any version of the conflict settlement, which would proceed from the principle of rehabilitation of their rights. “Therefore, Azerbaijani Armenians decided to create self-administration body and come out as an independent party in Karabakh settlement,” the expert said. ![]() ![]() The conflict between Nagorno Karabakh and Azerbaijan The conflict between Nagorno Karabakh and Azerbaijan broke out as result of the ethnic cleansing launched by the Azeri authorities in the final years of the Soviet Union. The Karabakh War was fought from 1991 (when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno Karabakh and a security zone consisting of 7 regions are now under control of NKR defense army. Armenia and Azerbaijan are holding peace talks mediated by the OSCE Minsk Group up till now. ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
