Expert: Independence of Nagorno Karabakh may be recognized without Azerbaijan’s consent

PanARMENIAN.Net - OSCE as an organization which assumed a collective responsibility in the issue of respecting fundamental human rights, and the issue of Nagorno Karabakh may be considered an object of international law, according to international law expert Andreas Ghukasyan.

“Based on this, independence of Nagorno Karabakh may be recognized without Azerbaijan’s consent,” the expert told a press conference in Yerevan.

Ghukasyan believes that today’s format of OSCE Minsk Group subordinates Artsakh people right for self-determination, and it is necessary to find another legal authority for rehabilitation of Karabakh people rights. In particular, the expert proposed to resolve Karabakh problem in the Court of Conciliation and Arbitration within the OSCE, which is to decide on legacy of proclaiming Artsakh’s independence.

Besides, Ghukasyan considers it important to establish direct talks not only between Armenia and Azerbaijan but also between Azerbaijan and Karabakh.

As regards the Azerbaijani Armenians’ rights, the expert stressed that for 20 years they did not see any version of the conflict settlement, which would proceed from the principle of rehabilitation of their rights.

“Therefore, Azerbaijani Armenians decided to create self-administration body and come out as an independent party in Karabakh settlement,” the expert said.
