ILHAM ALIYEV ARRANGED EVERYTHING WITH TURKS

Azerbaijani President was assured in Ankara that Turkey will not hurry to open the border with Armenia.

The first official visit of Azerbaijani President Ilham Aliyev to Turkey concluded. Baku is generally satisfied with its results. The best achievement, according to them, was the postponement of the opening of Turkish-Armenian border.
PanARMENIAN.Net - At a press conference following the visit Ilham Aliyev pretended to be surprised when asked about the removal of Turkey's blockade of Armenia. ''There was no necessity to discuss the issue as there is no such issue. Turkey has once more confirmed its position,'' the President said. But it seemed very strange because if there was no necessity to discuss the issue why did Aliyev instruct to organize a campaign aimed at making pressure on the Turkish authorities before his visit? Why did the Parliament of Azerbaijan discuss the issue at an extraordinary session?

There is an impression that Aliyev tries to convince his people that Turks are completely supporting Azerbaijan. In reality: ''We have convinced ourselves that Turkey's blockade of Armenia is our victory. In reality, everything is more complicated. Today blockading a state without sanctions of the UN or other international organizations means cause damage to us,'' head of the center of political studies of Azerbaijan Arastun Orujlu says. ''No need to dramatize if Turkey opens the border with Armenia. I think Turkey should open the border, but undеr certain conditions,'' Orujlu says.

Despite this, there is an evident progress in the sphere of military cooperation between Baku and Ankara. The sources in Azerbaijan confirmed that during Aliyev's meetings with Prime Minister Rejeb Erdoghan and with Head of the General Staff of Armed Forces Khilmi Ozkek the issue of providing a military aid to Azerbaijan was discussed. At present Turkey modernizes its armed forces spending $150 billion and Baku hopes that the outdated arms will be delivered to Azerbaijan. Recently the ''IsraLand'' agency, Israel, spread sensational news: ''Diplomatic sources in Ankara say that Israel and Turkey are not far from concluding a big deal on selling arms to the Republic of Azerbaijan''.

This information should interest the Arabian countries which will hardly welcome the military cooperation between Azerbaijan and Israel. Great Powers are just required to follow this process because the upcoming deliveries of Turkish and Israeli arms to Azerbaijan may contradict to the international agreements on quotas. The military resources of the Caucasus states are being regulated by the agreement on conventional armaments in Europe. Like Armenia, Azerbaijan is allowed to have 285 artillery plants, 220 tanks, 220 armored cars, 100 war-plains and 50 helicopters. Azerbaijan has almost completed the allowed limits. The coming up agreement may upset the balance of forces and lead to new tensions in the whole region. If in Tel Aviv and Ankara they are not concerned with this, Moscow, Washington, Brussels, Strasbourg as well as the League of Arab Nations and the Organization of Islamic Conference should immediately react and prevent the coming up deal.
