PanARMENIAN.Net - The European council will not make an exception for Armenia regarding the question of capital punishment abolition, even due to the terrorist act in the Parliament September 27, 1999. As "Arka" agency informs, chairman of the European Council Parliamentary Assembly Lord Russell Johnston stated that at the press conference. He stressed that the Council of Europe developed a fundamental approach against the use of the capital punishment and could not break it. "I think that to admit situations with exceptions is not reasonable", stated the chairman of ECPA.
