  Shavarsh Kocharyan: NKR recognition has always been on Armenia’s domestic policy agendaOctober 5, 2010 - 19:21 AMT PanARMENIAN.Net - Heritage–submitted draft law on recognition of Karabakh independence was discussed in Armenian parliament. “Suggestion on Armenia’s recognition of Azerbaijan’s independence in the framework of existing borders is a correct one. The suggestion was advanced in 1991, envisaging Armenia’s recognition of both NKR and Azerbaijan’s independence,” Deputy Foreign Minister of Armenia Shavarsh Kocharyan stated at the discussion. “NKR recognition has always been on Armenia’s domestic policy agenda. However, Artsakh should be recognized de jure, at the time when the recognition is most effective,” Kocharyan stressed.
