According to him, the integration of ethnic Azerbaijanis into the political and economic life of Iran is one of the major obstacles to the formation of an alliance of the kind. At the same time the Russian political scientist did not rule out a collision between the Azerbaijanis residing in the northern provinces of Iran with Tehran.
