Baku's policy hampers efforts of international community to resolve Karabakh conflict

Currently because of official Baku's opposition OSCE cannot bring the negotiation process to conformity with documents of OSCE Budapest summit, where NKR was fixed as a conflicting party," the President of the Nagorno Karabakh Republic said.
