Azerbaijani authorities have declared that “conditions are being created” for the International Committee of the Red Cross (ICRC) to transport food, medicine and baby food from Armenia to Nagorno-Karabakh.
Azerbaijan has established a working group led by Deputy Prime Minister Shahin Mustafayev to “resolve social, humanitarian, economic and infrastructure issues” in Nagorno-Karabakh, according to a statement from the Azerbaijani presidency, cited by Haqqin.az.
The decision comes just three days after Azerbaijan launched a full-scale offensive against Nagorno-Karabakh, killings and injuring hundreds, including civilians.
On September 20, the authorities of Nagorno-Karabakh agreed to a ceasefire on Azerbaijan’s terms, including the dissolution of the Defense Army.
The statement from the Azerbaijani presidency said fuel will be delivered to Nagorno-Karabakh, primarily for kindergartens and medical facilities.
“The use of the Lachin road for the transportation of food and everyday goods is ensured for the purpose of delivering them to the civilian population by the personnel of the contingent of the Russian peacekeeping forces,” the statement said.
“Conditions are being created for the International Committee of the Red Cross (ICRC) to transport cargo consisting of food, medicine and baby food along both the Aghdam Lachin roads.”
According to the statement, based on a request from the ICRC people in need of medical care will be evacuated to Armenia.
