Ohanian noted that in response to his inquiry about those accountable for the war, Investigative Committee Chairman Artur Poghosyan referred to cases involving high-ranking officers and soldiers, as reported by Panorama.am . "You mentioned from officers to soldiers. Did this state have leadership or not? Did that leadership play its role in making politico-military decisions, supporting the army, and mobilizing resources? Ultimately, local commanders are not to blame for certain breaches; the blame lies with those who understand the politico-military theater and should have taken appropriate measures. Focusing solely on the army is unacceptable. For example, has the country's leader, Nikol Pashinyan, been questioned in any case or not?" Ohanian stated. Artur Poghosyan reiterated that in specific wartime episodes, they are compelled to address the responsibility of military personnel.
