Peace treaty not tied to constitutional reform, MP says![]() May 16, 2025 - 14:14 AMT PanARMENIAN.Net - Artur Hovhannisyan, secretary of the ruling Civil Contract faction, stated during a press briefing that it is incorrect to assume that the peace treaty with Azerbaijan depends on changes to Armenia’s Constitution. He emphasized that Armenia also has concerns regarding Azerbaijan’s constitution and rhetoric from certain political circles that raise territorial claims against Armenia. “However, all these concerns are addressed in the text of the peace agreement, which, by its nature, supersedes domestic legislation,” Hovhannisyan said, as reported by Pastinfo. He said that the ruling party views this legal framework as a resolution to these concerns. Addressing Prime Minister Nikol Pashinyan’s comments that certain actors aim to shift the conflict into Armenia's territory, Hovhannisyan clarified that the Prime Minister was referring to concerns raised by Azerbaijani authorities and political groups invoking “Western Azerbaijan” and making various public appeals. “The Prime Minister sees this as a risk and has already proposed a solution,” he added. Previously, in Tirana, Prime Minister Pashinyan responded to a question from an Azerbaijani journalist regarding Armenia’s new Constitution and its reference to the Declaration of Independence. He stated that Armenia’s Constitution contains no territorial claims against neighbors. He underscored that the draft peace treaty affirms mutual recognition of sovereignty and territorial integrity based on the Alma-Ata Declaration and Soviet-era administrative borders. “This means Soviet Azerbaijan is independent Azerbaijan, and Soviet Armenia is independent Armenia,” Pashinyan said. ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
