New EU-Armenia agenda defines key cooperation areas

PanARMENIAN.Net - A new EU-Armenia partnership agenda aims to deepen bilateral cooperation across governance, security, and economic sectors, fostering regional stability and sustainable development.

On June 30, Armenia’s Foreign Minister Ararat Mirzoyan and the European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, announced in Yerevan the conclusion of negotiations on a new, ambitious partnership agenda between Armenia and the EU, according to the Ministry of Foreign Affairs.

A joint vision for deeper partnership

The new agenda outlines a vision for deeper, more resilient, and diversified cooperation. It seeks to fully implement the Comprehensive and Enhanced Partnership Agreement (CEPA), directing efforts to reinforce Armenia's resilience, sovereignty, territorial integrity, and sustainable development. Armenia will continue close collaboration with the EU to promote a secure, prosperous, and democratic future and to contribute to peace and stability in the South Caucasus.

Key cooperation areas

The agenda defines specific actions across a range of sectors, reflecting broad shared interests. Its main priorities include:

• Strengthening democracy, human rights, and good governance: supporting the rule of law, judicial reforms, anti-corruption measures, and protection of fundamental freedoms.
• Promoting freedom, mobility, and security: advancing structured dialogue on visa liberalization, enhancing border management, and deepening law enforcement cooperation to combat organized crime and shared security threats.
• Deepening cooperation in foreign and security policy: launching a new phase in security and defense collaboration to bolster Armenia’s resilience and stability, and counter hybrid threats and foreign disinformation.
• Boosting economic resilience and connectivity: encouraging sustainable economic growth by expanding connectivity in transport, energy, and digital sectors, in line with the EU’s Global Gateway strategy and Armenia’s Crossroads of Peace initiative.
• Expanding trade and economic integration: further diversifying bilateral trade and improving market access, including gradual alignment with EU standards and technical regulations.
• Strengthening people-to-people ties: deepening societal links through enhanced cooperation in research and innovation, education, youth mobility, and culture.

Next steps

Following the end of negotiations, the finalized agenda text will undergo respective internal procedures in both Armenia and the EU. Once adopted, the agenda will serve as a cooperation roadmap.
