Constitution draft still incomplete: Justice Minister![]() July 3, 2025 - 15:41 AMT PanARMENIAN.Net - Justice Minister Srbuhi Galyan announced that the Council for Constitutional Reforms will convene in the next two weeks, but the draft of the new Constitution is still not fully prepared, Aysor.am reports. “There must be discussions around the ideological foundations for the text’s development. Once we have the appropriate decisions in the form of Council consensus, we will finalize and complete the draft,” Galyan said. She also noted that the issue of the Declaration of Independence will be on the agenda. “All issues must be subject to discussion with the Council,” the Minister emphasized. Earlier, Prime Minister Nikol Pashinyan presented the ideological principles of “Real Armenia,” highlighting the significance of adopting a new Constitution through a nationwide referendum. He argued that previous referendums lacked legitimacy in public perception. Pashinyan stated that the new Constitution’s main goal is to move away from “the remnants of a stateless nation’s behavior” and to form a “state-building civic culture” rooted in constitutional harmony and democratic participation. ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
