Parliament passes bill enabling nationalization of Electric Networks![]() July 3, 2025 - 16:12 AMT PanARMENIAN.Net - The National Assembly of Armenia has fully adopted, in the second and final reading, a legislative package amending the laws “On the Public Services Regulatory Commission” and “On Energy,” aimed at enabling the nationalization of the Electric Networks of Armenia (ENA). The initiative was spearheaded by the ruling Civil Contract faction. The bill was presented in parliament by Vladimir Vardanyan, Chair of the Standing Committee on State and Legal Affairs, according to Factor.am . During the special session, Vardanyan emphasized that under current legislation, state bodies can only respond after violations are recorded, as existing powers are insufficient for preemptive action. Vardanyan explained that the new legislation seeks to introduce preventive mechanisms into the energy sector. “The security and reliability of the energy system are crucial components of national security. We must ensure effective tools for preventive intervention to protect public interests and consumer rights. The bill proposes that if a licensed company's operations present high risks, the authorized government body may submit a report enabling preemptive measures before formal proceedings begin, defining the types, procedures, and legality criteria for such measures,” Vardanyan said. On July 2, the National Assembly passed the bill in the first reading with 65 votes in favor, 30 against, and none abstaining. The package aims to lay the legal groundwork for ENA’s nationalization. On June 18, prior to the arrest of businessman Samvel Karapetyan, Prime Minister Nikol Pashinyan declared it was time to nationalize the ENA. He also warned that ENA employees refusing to cooperate with the state would face dismissal. On June 24, he stated that the nationalization plan was already finalized. ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
