About 3,800 displaced Artsakh families get housing vouchers

PanARMENIAN.Net - According to Armenia’s Ministry of Labor and Social Affairs, 9,284 families forcibly displaced from Artsakh have applied for the state housing assistance program, reports Sputnik Armenia.

As of December 15, 3,794 families had received housing vouchers, while 5,490 applications were rejected.

Of the distributed vouchers, 1,626 have already been used. The majority—1,463—went toward purchasing housing, 12 for construction, and 151 for repaying existing mortgage loans.

Kotayk province led in the number of housing transactions made using vouchers, with 379, followed by Yerevan with 311, and Armavir with 270. The lowest usage was in Aragatsotn and Tavush (40 each) and Vayots Dzor (26).

As of December 15, 2025, approximately 2.6 billion drams from the state budget had been paid for various components of the program, including property purchase payments, loan repayments for renovation and agricultural land acquisition, furniture and appliance purchases, and state registration fees related to real estate ownership, according to the Ministry.

The most common reasons for application rejections included: lack of registration in the migration database of forcibly displaced persons between September 27, 2020, and September 19, 2023; lack of Armenian citizenship; or the applicant or a family member already owning residential property in Armenia or being a beneficiary of another state support program.

The program, launched in June 2024, offers support based on property prices. A 5 million AMD subsidy is granted for home purchases in 242 localities, 4 million AMD in 142 others, and 3 million AMD elsewhere, including most of Yerevan (excluding Zones 1 and 2). These support levels were set based on 2023 real estate market statistics.
