Pashinyan urges full transition to digital governance![]() February 3, 2026 - 18:35 AMT PanARMENIAN.Net - Prime Minister Nikol Pashinyan, speaking at the Ministry of Finance during the 2025 performance review, emphasized that digitalization has been and will remain a government priority. He added that this includes integrating artificial intelligence (AI) into governance. “The entire monitoring function can be assigned to artificial intelligence... Monitoring means staying alert to processes, and human monitoring always risks missing something,” he said. Pashinyan stressed the need to use AI for comprehensive project evaluations: “If we only realize during the construction phase that our design has issues, it means we failed to read or understand the project. With AI, we can detect problems as early as the design stage. We already have a supercomputer, and we’ll soon have even more powerful capabilities. We must use these tools to boost efficiency.” He said AI offers solutions to many governance challenges today. Finance Minister Vahe Hovhannisyan presented the ministry’s work, focused on maintaining fiscal stability, sectoral digitalization, and improving the efficiency of public spending. Officials also discussed the development of a new electronic procurement system, designed for 10 years and expected to be fully digital. Deputy Minister Avag Avanesyan said the new system will launch in 2027 and will eliminate parallel paper-based procedures. In response, Pashinyan emphasized the need for fully paperless implementation, stating that duplicating digital processes with paper reduces transparency and efficiency. Also discussed were the implementation of a unified public finance management platform, automated budget oversight mechanisms, and the pilot application of AI in the treasury system. Updates were shared on a new tax policy framework aimed at creating a fair, stable, and competitive tax environment, enhancing investment appeal and economic activity. Hovhannisyan noted that the ministry is transitioning to a results-oriented management model by implementing OKRs (Objectives and Key Results) and KPIs (Key Performance Indicators). The ministry also aims to become a learning organization—an evolving, high-performing institution. Yerevan has dismissed Turkey’s demand to shut down the Armenian nuclear power plant as “inappropriate”. Armenia will loan 2.9 billion drams to Nagorno Karabakh (Artsakh), according to a draft government decision. The Ministry of Ecology and Natural Resources of Azerbaijan has “strongly condemned” Armenia’s decision.
