CEC chief explains voter list criteria![]() March 11, 2026 - 17:58 AMT PanARMENIAN.Net - Citizens who have been disconnected from Armenia for ten years or more will not be included in voter lists, said Central Electoral Commission Chairman Vahagn Hovakimyan. “All our citizens are included in the state population register, but in order for a citizen to be included in the voter list, they must have a valid identity document,” Hovakimyan said at a press conference, according to Factor.am . According to him, this mechanism has gradually filtered voter lists over the years, as some citizens dropped off the lists after their identity documents expired. “In other words, they do not have valid identification documents. They will continue to remain in the state population register, and once they obtain a new identity document — which can also be done through consulates — they will immediately be restored to the voter list,” Hovakimyan said. He added that citizens do not necessarily need to return to Armenia to renew their documents, as the process can be completed through Armenian diplomatic missions abroad. Parliamentary elections in Armenia are scheduled for June 7, 2026. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
