Parliament reviews aviation law aligned with EU deal

PanARMENIAN.Net - A new draft law regulating the aviation sector, stemming from the agreement on the Common Aviation Area with the European Union, has been discussed in the National Assembly of Armenia.

The agreement on the “Common Aviation Area with the European Union,” ratified by parliament, was signed in 2021.

The draft was presented by Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, 1lurer.am reports.

The bill titled “On establishing minimum insurance requirements for air carriers and aircraft operators regarding liability toward passengers, flight and service personnel, baggage, cargo, and third parties” aims to align national legislation with European standards and directives.

According to Simonyan, the proposed changes concern insurance obligations in the air transport sector, setting requirements for aircraft operators, flight and service crews, as well as liability coverage for baggage, cargo, and third parties.

The draft proposes repealing the current law and adopting a new, comprehensive legal act that will clarify insurance relations among sector participants and define minimum insurance thresholds in line with European standards.

Updates made by the International Civil Aviation Organization (ICAO) in 2024 were also taken into account during the drafting process.

The bill also outlines compliance mechanisms, liability measures, dispute resolution procedures, and the scope of entities to which it will apply.

The parliamentary Standing Committee on Economic Affairs has issued a positive opinion on the draft.
