He noted that the process of accepting applications is continuing. “This process will be ongoing. The Artsakh Union is continuing to accept applications in cooperation with the ‘Ara Ghazaryan’ Law Office, the Artsakh Human Rights Defender’s Office, and the Center for International and Comparative Law. The applications primarily concern the property claims of Artsakh Armenians, based on the seizure of residents’ property by Azerbaijan, including apartments, houses, land plots, and other assets. These issues are also interconnected with the right of return and other rights,” Beglaryan stated. Individuals wishing to apply to the ECHR can complete the relevant form and then contact the organizers or one of the partner organizations involved in the initiative. Beglaryan also emphasized that the service is provided free of charge. On September 19, 2023, Azerbaijan launched a large-scale military operation against Artsakh, subjecting the territory to intensive shelling. One day later, on September 20, the Artsakh authorities accepted a ceasefire proposal put forward by the command of the Russian peacekeeping mission, agreeing to Baku’s conditions, including the disarmament of the Defense Army and the dissolution of the Republic of Artsakh. According to the information cited, 223 people were killed in the attack, including 20 civilians, six of whom were minors. The forced displacement of Artsakh Armenians began on September 24, and more than 100,000 people relocated to Armenia. According to some reports, only around 20 Armenians remained in Artsakh, of whom 11 later returned to Armenia, one died, and one was detained. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
