Insurance premium revisions to affect all beneficiaries![]() June 30, 2026 - 18:42 AMT PanARMENIAN.Net - The annual premium for Armenia's universal health insurance system, set at 129,600 drams, is the same for all beneficiary groups and is established by law, Health Minister Anahit Avanesyan said at a press conference. She stressed that any future revision of the insurance premium would apply to all categories of beneficiaries, Armenpress reported. The minister explained that the mechanism for revising the premium is also defined by law. "Every year, for the following year, the Health Minister submits to the National Assembly a report prepared by the Insurance Fund covering the services provided, the total volume of care delivered, forecasts, price changes and other relevant indicators. In other words, the previous year's results are presented together with a proposal for the insurance premium for the following year. Each year, the National Assembly must decide whether to keep the premium unchanged, increase it or reduce it," Avanesyan said. She added that discussions with financial sector partners on state subsidies for the universal health insurance system in 2027 will also take place over the next month. "Within the next one to two months, it will become clear how much the state will subsidize those groups that are not fully subsidized during 2027," the minister said. Armenia's law on universal health insurance entered into force on January 1, 2026, with implementation taking place in stages. During the first phase, the system covers citizens earning more than 200,000 drams per month. Their annual insurance package is valued at 129,600 drams and includes preventive care, early detection and screening services, hospital treatment, medication coverage and emergency medical services.
