Ara Papyan: Any action of National Assembly related to protocols is unconstitutional PanARMENIAN.Net - National Assembly is not empowered to discuss, vote and even ratify the protocols "On establishment of diplomatic relations between Armenia and Turkey" and "On development of bilateral relations", Ara Papyan, historian, diplomat, and head of "Modus Vivendi" said.



According to him, these protocols are beyond the RA National Assembly's power. According to the current Constitution, second paragraph's article 81: "All international agreements must undergo ratification in parliament. Protocols are agreements, not contracts, " Ara Papyan stressed, adding that any action of the National Assembly related to protocols will be unconstitutional.
