Israel represented by its Ambassador to Turley Gabby Levy vetoed the move requiring consensus to be adopted, Turkish President Abdullah Gul told press conference. "All member-states, except one (Israel), expressed their grave concern and condemnation for the actions undertaken by the Israeli Defense Forces (IDF)," the statement said.
