  DEADLOCK CONDITION OF NAGORNO KARABAKH SETTLEMENT - RESULT OF BAKU'S NON-CONSTRUCTIVITYNovember 7, 2003 - 22:13 AMT PanARMENIAN.Net - The deadlock condition created in the Nagorno Karabakh conflict settlement is the result of Azerbaijan's non-constructive stand and lack of political will to make a compromise, NKR President Arkadi Ghukasian stated in his interview to Boston Globe US newspaper.
