President of the Nagorno Karabakh Republic (NKR) Arkadi Ghukasian has received congratulation messages from different countries on the occasion of the 13-th anniversary of the proclamation of the NKR. The letter of US Congressmen Frank Pallone and Joe Knollenberg, in part, says that having undergone all the ordeals of war, Nagorno Karabakh is a state, which abides by democratic values and the idea of forming an open society. Speaker of the French National Assembly Roudie Sall writes in his message that along with other Armenians of France he will do his best for Nagorno Karabakh to receive international recognition.
