Safarov victim Hayk Makuchyan to apply to European institutions

Armenian officer Hayk Makuchyan, who escaped killing by Ramil Safarov during the NATO-sponsored language course in Budapest in 2004, is currently negotiating with his lawyers the intention of applying to the relevant European institutions to recover his violated rights.

“The release of Safarov is the violation of my rights. Presently, I am consulting my lawyers to decide on further steps,” Makuchyan said.

He also said that he cannot give any assessment to the actions taken by the Armenian authorities, as Safarov’s extradition by the Hungary came of a sudden.

Hayk Mukuchyan was Gurgen Margaryan’s friend and associate. After hacking Margaryan, Azeri lieutenant Safarov looked for Makuchyan as well, shouting in hallway that he is going “to kill all Armenians.” Before the police arrived, Safarov stroke Makuchyan’s door with the axe.

Hungarian court later found that it was an attempt on Mukuchyan’s life and recognized the latter as a victim as well.

According to Makuchyan, Safarov’s Azerbaijani friend could have testified in the case, but Azerbaijani authorities did everything to prevent him from being interrogated.
