The US State Department in the annual report on human rights issued on February 28 records of "the settling of the seized territories of Nagorno Karabakh by Armenian migrants from the Middle East and other places". The document notes that Azerbaijan has addressed the UN and the Council of Europe on that issue and a fact-finding mission is dealing this it presently. "The Armenian forces still occupy Nagorno Karabakh and territories bordering with it. The Azerbaijani government is deprived of the possibility to control these lands, thus it is impossible to obtain any information on the situation with human rights on the given territories. Last year as result of Armenia's violation the cease-fire regime 6 civilians and also soldiers of the Azeri army were killed", the report says.
