Representative of Ukraine’s National Academy of Sciences Miroslav Popovich describes Azerbaijan’s pardoning Armenian officer’s murderer as incomprehensible.

“I hope Azeri President Ilham Aliyev's pardon of Ramil Safarov won’t escalate the Nagorno Karabakh conflict. The problem solution must be based on respect for common human values,” Mr. Popovich said, slamming Azeri policy of encouragement of a murder.
