Azerbaijan’s provocative actions aim to undermine the ministerial talks to be held in Paris this week, the Foreign Ministers of Armenia and Nagorno Karabakh said.

Azerbaijani servicemen attempted to penetrate into the NKR territory on the night of Jan 20, killing defense army sergeant Armen Hovhannisyan. The attacks, in the northeast and southeast directions of the contact line, were rebuffed, with losses inflicted on the Azeri side. Investigation is underway.

Artsakh President Bako Sahakyan issued a decree to honor Hovhannisyan with a medal for the courage displayed during the service posthumously.

During a meeting Monday, Edward Nalbandian and Karen Mirzoyan slammed the overnight attack, blaming Azerbaijan for provocative and irresponsible policy.
