Armenian MP Naira Zohrabyan raised the issue of granting the Nagorno Karabakh (Artsakh) Republic a partner for democracy status at the plenary sitting of the Parliamentary Assembly of the Council of Europe.

According to the MP, Karabakh's not having the status while the unrecognized state of Palestine was granted one is unacceptable.

She also demanded to allow participation of the NKR parliamentarians in the issues related to Artsakh, noting that the rights of Karabakh citizens must not be violated because ot the unsettled conflict, Tert.am reported.

On October 4, 2011 PACE voted to grant “Partner for democracy” status to the Palestinian National Council – only the second time such status has been accorded (the fist status was granted to Monaco). The status allows a six-member delegation of Palestinian elected representatives to speak in the Assembly and most of its committees, and propose subjects for debate, but not vote.
