Yerevan office of the International Committee of the Red Cross (ICRC) confirmed to PanARMENIAN.Net Azerbaijan’s return of a missing Armenian citizen.

As Trend News reported earlier, citing Azerbaijani State Commission on Prisoners of War, Hostages and Missing Persons, an Armenian citizen, detained in Azerbaijan, has been handed over to the Armenian side.

Vagif Maelyan, born 1956, detained on April 20, 2014 near the Abdurrahmanli village of Fizuli region, was handed over in the village of Gervend in the Aghdam region on May 6.

The procedure was carried out by Azerbaijan's Defense Ministry and State Commission on Prisoners of War, Hostages and Missing Persons, with the mediation of the International Committee of the Red Cross (ICRC).

The procedure passed without incident.

Neither Azerbaijan nor Armenia provided any information on Maelyan since the time he was taken hostage up to his return to Armenia.

Also, as Panorama.am reported, health condition of 77-year-old Armenian civilian Mamikon Khojoyan, who was released from Azeri captivity on March 4, 2014, is deteriorating. He cannot walk, while his arm, which was operated on in March, is swollen, Khojoyan’s daughter told Panorama.am.

According to Khojoyan’s daughter, she suspects that he was injected with solar oil while in captivity in Azerbaijan.

“The hospital declined to show us the results of the medical tests. I think he was injected with solar oil as he is changing before our eyes,” she noted.

Against Legal Abuse NGO will apply to international organizations to defend the interests of the recently released Armenian captive Mamikon Khojoyan.

As the head of the organization, ex-MP Larisa Alaverdyan told a March 6 news conference, Knojoyan's case will be brought to the attention of the European Court of Human rights, with a number of legal experts to be involved. The NGO intends to raise international awareness of the tortures Khojoyan was subjected to while in Azeri captivity, Armenia Today reported.

The 77-year-old man was tortured during his more than month-long captivity and needs to remain in hospital for the time being, doctors and his relatives said.

Baku has claimed all along that the elderly resident of Verin Karmiraghbyur, an Armenian village close to the Azerbaijani border, was armed and acted as a guide for an Armenian “sabotage squad” that tried to carry out a cross-border incursion.

The Armenian military and the village administration have laughed off these claims, saying that Khojoyan suffers mental disorders and strayed into Azerbaijani territory by accident. Some Azerbaijani analysts have also brushed aside the official Azerbaijani version of his detention.
