The pilot of Cessna seaplane that crashed Monday, Aug 10, over the Istrinskoye reservoir near the Russian capital, Moscow, had no license of the Federal Air Transport Agency, a Rosaviatsiya representative said, according to TASS.

Four of the passengers of the plane were Armenians, including 2 minors, 8 and 10-year-old Erik and Ofelya Gelchakyans, as well as Larisa and Pavel Manukyan aged 25 and 26 respectively.

“The pilot had no right of flying a civil aircraft,” he said, adding that the captain, Mikhail Yermolin had not informed the air traffic authorities about the flight and route.

The official also said that the seaplane had no airworthiness certificate.

Earlier, representative of Russia's Investigative Committee, Vladimir Markin said that the body of the 9th victim had been found and taken out of water.
