Baku: Kosovo and Karabakh do not have any similarities
Official Baku does not consider the Kosovo plan as a precedent for the Nagorno Karabakh. Commenting on OSCE MG Russian Co-Chair Yuri Merzlyakov's statement that Russia's stance and his personal position is that the possible adoption of the Kosovo plan by the UN Security Council is a precedent for Nagorno Karabakh, Azeri MFA Press Secretary Khazar Ibrahim said, "Kosovo should not be considered with conflicts on the GUAM territory. Moreover, Kosovo and Karabakh do not have any similarities and have different histories."

Kh. Ibrahim stressed that "any type of autonomy for Nagorno Karabakh must be in the framework of the Constitution of Azerbaijan." The MFA representative also said that currently the main goal is to "stop occupation, return of displaced persons, reestablishment of demographic balance and formation of normal relations among local residents."
