Presence of observers not obligation but right
"The presence of the observation mission at the elections in any state is not an obligation but right of the given state," RA President Robert Kocharian said during a meeting with the students of the Yerevan State University. The Armenian leadership invited observers to avoid any reproaches from the opposition. "However, observers are not inspectors, whose conclusions are decisive. Not only the authorities but also the opposition and the public are responsible for the elections. There are many states where observation missions are prohibited by the law. Thus, no one can speak of violations of commitments," Robert Kocharian said.
