Andres Herkel: Karabakh conflict more complicated than South Ossetian and Abkhazian
Andres Herkel, co-rapporteur of PACE Monitoring Committee on Azerbaijan welcomed the initiatives of holding debates on frozen conflicts in Nagorno Karabakh and South Caucasus. Attending to the debates on frozen conflicts in Bundestag, Herkel said there is similarity between these conflicts.

"Not the conflicts themselves but the ways to their solution are frozen. We should first pay attention to humanitarian issues in these conflicts. The victims of the conflict are mainly refugees. The rights of Karabakhi refugees, as well as Abkhazian refugees are not protected and they can not participate in political processes," he said.

Mr. Herkel regards Nagorno Karabakh more difficult conflict than South Ossetia and Abkhazia. "There has not any constructive dialogue between Armenia and Azerbaijan by now," he said, APA reports.
