"In some states, including Georgia and Armenia, the opposition claims that the OSCE/ODIHR mission doesn't have the courage to openly speak about violations during the elections and, thus, stimulates dictatorship," expert Jean-Christophe Peuch said.
"The problem is that many people are not aware of the tasks the mission is charged with," he said.
"The mission members just observe the election. They are not supposed to issue positive or negative assessments. They promote electoral reforms. Many expect political assessments from the Mission, but the observers remind that they are not political figures. Observers do not interfere in political processes," OSCE/ODIHR Director Christian Strohal said, RFE/RL reports.
