NKR population's security key issue in conflict settlement
Security of the NKR population is the key issue in the settlement process, according to Masis Mailyan, independent expert on foreign policy and security.

"Azerbaijan attempted to carry out a slaughter of Karabakhi Armenians in 1992. The war was stopped at expense of human lives. That is why the security issue is extremely important," he said, adding that continuous infringement of the rights of Karabakhi people underlay the Nagorno Krabakh conflict.

"Under any regime, Azerbaijan has always represented a menace to Karabakh. At the same time, NKR doesn't Azerbaijan's existence and development. After Nagorno Karabakh seceded from Azerbaijan, the latter demonstrated rapid economic development," he said.

"The NKR armed forces appear as an important factor of stability in the region. It ensures the NKR population's security and performs a peacekeeping mission under the circumstances. However, the international community's delay in recognition of de jure independence of Karabakh and inflow of petrodollars in Azerbaijan encourage Baku's warlike position," Mr Mailyan resumed, KarabakhOpen reports.
