Merzlyakov: interpretation of Moscow declaration by Yerevan and Baku can hardly coincide
It's hard to comment on Azeri politicians' statements on the Moscow declaration, the Russian
Co-chair of the OSCE Minsk Group said.

"I don't think that Azerbaijani MFA spokesman Khazar Ibrahim should interpret the document in his own way. The same refers to Azerbaijan's representative to the OSCE Ismaylov who was trying to "explain" to us what exactly President Aliyev signed in Moscow," Yuri Merzlyakov told a news conference in Yerevan.

"Certainly, interpretation of the Moscow declaration by Yerevan and Baku can hardly coincide, although the document doesn't offer a precise decision. But I can say that it is based on the principles of international law and Madrid proposals," the diplomat said.
