Turkey knew Armenia will reject offer to form commission of historians
Proposing to from a commission of historians, Turkey knew that it will be rejected because Yerevan doesn't question the fact of the Armenian Genocide.

"Ankara just wanted the international community to see that Yerevan refuses to discuss this tragedy. It was nothing but an information challenge," Hayk Demoyan, director of the Armenian Genocide museum told a news conference in Yerevan.

In 2005, then-President of Armenia Robert Kocharian rejected Turkish Prime Minister Recep Tayyip Erdogan's proposal to form a commission of historians to study the fact of the Armenian Genocide.

"If Turkey really wanted a fair study it would not persecute historians, journalists and writers under the article 301," Demoyan said.
