Secretary of Armenia's Security Council Armen Grigoryan has spoken in favor of a gradual normalization of relations with Turkey, amid signals of possible rapprochement between the two countries. Grigoryan said he hopes the process will be implemented without preconditions, Aysor.am reports.

"The Armenian side – even authorities before us – has repeatedly said that relations with Turkey should be normalized without preconditions, because it is difficult to move forward in the event of preconditions," Grigoryan said on Friday, September 24.

"We hope that the normalization of relations will happen without preconditions, we'll get to start a dialogue without them. All the existing issues can be discussed later, but it will be very difficult to start a relationship with preconditions․"

According to him, dialogue at a high and the highest levels is one of the opportunities of normalizing ties between Armenia and Turkey.

Turkish President Recep Tayyip Erdogan revealed earlier that Georgian Prime Minister Irakli Garibashvili has passed on to him Armenian Prime Minister Nikol Pashinyan's proposal to meet. Erdogan said his country was ready for talks with Armenia but added Yerevan needed to "take steps" toward opening a transport link through its territory, connecting Nakhijevan to the rest of Azerbaijan.

In the 44-day war against Artsakh (Nagorno-Karabakh) in late 2020, Turkey supported Azerbaijan militarily, also by transferring terrorist mercenaries from the Middle East to fight against Karabakh. Armenia was the first to report on Turkey's deployment of thousands of Syrian fighters to Azerbaijan. International media publications followed suit, as did reactions from France, Russia, Iran and Syria. The Nagorno-Karabakh Defense Army has already unveiled footage from the interrogation of two such terrorists captured on the front.
