Azerbaijan’s presidential aide Hikmet Hajiyev said that the text of a peace treaty between Armenia and Azerbaijan is ready, but unresolved issues remain.
Hajiyev, who leads the Foreign Policy Affairs Department of the Azerbaijani presidential administration, stated that Baku submitted the draft agreement to the Armenian side, according to APA.
"Favorable conditions for peace have emerged in the region. A new status quo and reality have been established in the South Caucasus. The official Baku has presented the peace agreement text aimed at normalizing relations with Armenia. This clearly shows Azerbaijan’s commitment to the regional peace agenda.
It is a positive development that the text has been agreed upon. However, there are still unresolved matters that have not been finalized with Armenia. To achieve lasting and sustainable peace in the region, it is necessary to end Armenia’s territorial claims against Azerbaijan based on its constitution… De facto, peace currently prevails in the region. Azerbaijan will continue its efforts to formalize this legally and secure lasting peace in the region," Hajiyev said.
*On March 13, Armenia’s Foreign Ministry announced it had accepted Azerbaijan’s proposals on two previously disputed articles, stating the peace agreement is ready to be signed. Armenia expressed readiness to begin consultations on the timing and venue for signing the agreement. However, Baku introduced new preconditions and claimed it was premature to set a meeting date.
The peace treaty draft consists of 17 points, 15 of which were previously agreed upon. The remaining disagreements involved mutual renunciation of international claims and the non-deployment of third-party representatives on the Armenia-Azerbaijan border.*
